Establishment/ Human Resource Management:

This Division in DES looks into administrative, establishment, legal and personnel service matters of the employees from their joining to retirement, which among other things include:-

  1. Notifications of appointments, retirements, confirmation and other allied matters.
  2. All work related to Pension and preparation of it thereto.
  3. Work related to GPF and HBA etc.
  4. Transfer and postings of the members of the service.
  5. Promotion of members of the service against vacant posts.
  6. Processing of cases of the members of the service for Time bound/ In-situ promotions.
  7. Conduct of Departmental Promotion Committee (DPC) meetings for promotion/placement/regularisation/ confirmation of service.
  8. Examining the issues related to Assured Career Progression.
  9. Issuance of seniority list of all categories of the employees borne on the establishment of E&S service;
  10. Preparation/ amendment in recruitment/ training rules for the members of the service.
  11. Cadre review/ career management of employees;
  12. Conduct of departmental training of newly recruited and in-service officers.
  13. Pursue and follow-up of writ petitions/ court cases and legal issues of the department.
